Meeting called to order at 6:00 PM with Mayor Gary H. Katica presiding.

JP Murphy briefly discussed SCA process; Historic Preservation Board has heard item.  
Cathy DeKarz-Management Analyst-Provided property information; discussed  
proposed additions and renovations; Historic Preservation Board has unanimously  
approved; provided planner's comments regarding request, meets Secretary of the  
Interior's standards; read Commissioner Kurey's email supporting approval for the  
record.  
Patricia Irwin-Applicant-Was sworn in by Town Clerk; provided comments regarding  
her ownership of the home; already seeing positive impacts in neighborhood; previously  
renovated fireplace.

Ms. Irwin addressed questions related to current laundry room space.  
Commissioner Shelly moved approval of the submitted Special Certificate of Appropriateness  
for 1466 Orange Ave for the improvements submitted; seconded by Deputy Mayor Rettstatt.

Mr. Murphy stated property owner interested in tax abatement process once  
constrcution is complete; Commission consensus for Town Manager to negotiate a  
covenant to bring forward for approval.  
Second Reading of Ordinance 516 - Amending the Police Pension  
Mr. Murphy read into record by title only.  
Deputy Mayor Rettstatt moved approval of second reading of Ordinance 516 amending the  
police pension; seconded by Commissioner Shelly.

GENERAL AGENDA  
Whit Blanton-Director, Forward Pinellas-Presentation  
Commissioner Shelly introduced Whit Blanton, Executive Director of Forward Pinellas,  
Lari Johnson, Vice Mayor of City of South Pasadena and Ken Jacobs, Transportation  
Division Director of Pinellas County.  
Ms. Johnson-Town's representative with Forward Pinellas-Represents the six inland  
communities; briefly discussed agency; provided contact information.  
Mr. Blanton-Provided status update on Complete Streets Project which addressed  
safety related to pedestrian transit on West Bay Dr.  
Deputy Mayor Rettstatt expressed concerns with the addition of bike lanes in a high  
traffic area.  
Commissioner Shelly expressed concerns with safe transit from trail to beaches.  
Mayor Katica commented on being future minded when addressing this issue.  
Resolution 2017-30 Final Budget Amendment FY 2016-17  
Stefan Massol-Director of Support Services-Discussed additional personnel expenses  
related to Hurricane Irma overtime; this is final amendment for 2016-2017 fiscal year.  
Commissioner Shelly moved approval of Resolution 2017-30 amending fiscal year budget  
2016-2017; seconded by Deputy Mayor Rettstatt.

Award of Bid for Harold's Lake Sediment Removal  
Mr. Massol stated 1,500 cubic yards of sediment to be removed; staff recommends  
lowest responsive bidder which is Gator Dredging at $162,965.  
Discussion ensued regarding cost sharing maintenance with Bayshore Condos and  
Belleair Country Club; Mr. Murphy and Town Attorney will investigate options.  
Commissioner Shelly moved to award the bid for Harold's Lake sediment removal to Gator  
Dredging in the amount of $162,965; seconded by Deputy Mayor Rettstatt.

FY 2017-18 Renewal of contract for Auditor  
Mr. Massol briefly discussed the renewal of the contract; previously approved by Audit  
Committee.  
Commissioner Shelly moved to renew the contract with Davidson, Jamieson and Cristini, PL to  
provide external audit services for FY 2017-18 as in the attached engagement letter; seconded  
by Deputy Mayor Rettstatt.

Capital equipment purchases for FY 2017-18 in Public Works  
Mr. Massol discussed capital equipment needing replaced; Mr. Murphy added that  
recreation donation money will be used toward purchase of the reel mower; mower  
enables higher service level standard for field maintenance.  
Commissioner Shelly moved to approve the proposed purchases of a vacuum jetter trailer and a  
new reel mower; seconded by Deputy Mayor Rettstatt.

December 1-19.
