Commissioner Shelly moved approval of the consent agenda; seconded by Commissioner

Officer Richard Doyle was sworn in by Deputy Mayor Rettstatt.  
Resolution 2016-24 - Appointing Member to the Building Board of Adjustment and  
Appeals  
Micah Maxwell-Town Manager-Stated Nathan Matthews has submitted an application;  
meets requirements for board.  
Commissioner Shelly moved approval of Resolution 2016-24 appointing Nathan Fletcher  
Matthews to the Building Board of Adjustment and Appeals; seconded by Deputy Mayor  
Rettstatt.

Resolution No. 2016-25 Declaring the results of the Charter Amendment Election  
David Ottinger-Town Attorney-Stated this is acceptance of the certified results from  
the Supervisor of Elections; results regarding charter amendments are provided in the  
resolution.  
Deputy Mayor Rettstatt moved approval of Resolution No. 2016-25 declaring the results of the  
Charter Amendment Election; seconded by Commissioner Wilkinson.

Pinellas County Combined Mutual Aid Agreement for Law Enforcement Agencies  
Mr. Maxwell noted this is the annual agreement with Sheriffs Department and other  
agencies to provide services across various jurisdictions.  
Commissioner Wilkinson moved to approve item# 16-0246, Pinellas County Combined Mutual  
Aid Agreement for Law Enforcement Agencies; seconded by Deputy Mayor Rettstatt.

Commissioner Wilkinson moved to consider this at the next meeting; seconded by

2016 Communications Survey Results  
Chelsey Gordon-Management Analyst-Discussed results of resident communications  
survey; general findings of satisfaction; resident email and utility billing insert  
preference; staff working toward a comprehensive communications plan; currently  
undergoing a website redesign and expanding email notifications.  
Discussion ensued regarding the collection of information, demographics and  
respondents; communications team established to focus efforts.  
TOWN MANAGER'S REPORT  
Mr. Maxwell provided update on JMC project; discussed a noise complaint; will be  
conducting a speed study on Osceola Rd per resident request.  
TOWN ATTORNEY'S REPORT  
Mr. Ottinger had nothing to report.  
MAYOR AND COMMISSIONERS' REPORT/BOARD AND COMMITTEE REPORTS  
Commissioner Kurey-Requested update on hotel move.  
JP Murphy-Assistant Town Manager-Was given dates of December 21st and 22nd by  
the building inspector.  
Commissioner Shelly-Reminder that fire station ground breaking is next Monday at 1:30  
PM; requested to speak for the town.  
Mayor Katica-Commented on upcoming concert at the golf course.  
Deputy Mayor Rettstatt-Requested consideration of temporary sign ordinance update  
for open houses.  
Chief Bill Sohl-Belleair Police-Has no issues but an ordinance change is required;  
homeowner permission needed as well.  
Commissioner Wilkinson-Recreation Board didn't meet; holiday parade, party and gift  
delivery coming up; announced upcoming 2017 events; welcomed Rick Doyle back;  
wished Chelsey Gordon good luck.  
OTHER BUSINESS  
Mr. Maxwell congratulated Teddi Easterman for being named Employee of the Year.
