Meeting called to order at 6:00 PM with Mayor Gary H. Katica presiding.

Second Reading of Ordinance 507 - Amending the Police Pension Plan  
JP Murphy-Assistant Town Manager-Read into record by title only; reviewed briefly.  
Commissioner Shelly moved approval of Ordinance 507 on second and final reading; seconded  
by Deputy Mayor Rettstatt.

CONSENT AGENDA  
Approval of October 4, 2016 Regular Meeting Minutes  
Commissioner Shelly moved approval of the consent agenda; seconded by Deputy Mayor  
Rettstatt.

GENERAL AGENDA  
Biltmore Project Update  
Micah Maxwell-Town Manager-Introduced Dave Healey.  
Dave Healey-Calvin Giordano and Associates-Provided update on Belleair Place and  
Inn Project; relocation of historic portion to be done in December this year; projected  
completion of all phases is December 2020. Historic preservation components are  
being met by developer; annual report finds project consistent with final development  
agreement.  
Discussion ensued regarding process for relocating building; underground utilities in the  
RPD. Mr. Maxwell commented on drainage in the area.  
Ms. Cromer spoke on the process for moving the building.  
Commissioner Wilkinson moved to accept Mr. Healey's annual update; seconded by  
Commissioner Shelly.

TOWN MANAGER'S REPORT  
Mr. Maxwell commented on lighting issues in Bayview/Palmetto area; waiting on Duke  
Energy; Keith Bodeker is working on interim lighting. Addressed questions related to  
completion of Poinsettia sidewalk.  
TOWN ATTORNEY'S REPORT  
David Ottinger-Town Attorney-Nothing to report.  
MAYOR AND COMMISSIONERS' REPORT/BOARD AND COMMITTEE REPORTS  
Commissioner Kurey-Historic Preservation Board met; David Healey provided Biltmore  
project update to board.  
Commissioner Shelly-Park and Tree Board did not meet; will forward County  
Commissioner Long's presentation regarding county partnerships to Commission.  
Mayor Katica-Commented on Indian Rocks Rd and volume of traffic; suggests  
lowering speed limit. Suggested appointing Commissioner Shelly to represent town at  
ground breaking of new fire department; Commission consensus.  
Lengthy discussion ensued regarding process for lowering speed limit; jurisdiction of  
road; additional enforcement and ticketing; area is residential. Staff will provide  
previous study for Commission review; potential grant opportunities.  
Chief Sohl detailed current enforcement on Indian Rocks Rd; suggested traffic calming  
measures.  
Nancy Hartshorne-Resident-Commented on traffic on Indian Rocks Rd.  
Deputy Mayor Rettstatt-Police tribute this Saturday; November 12th free veterans  
concert at Hunter Memorial Park.  
Commissioner Wilkinson-Recreation Board did not meet; haunted house October 23rd;  
community garage sale November 5th; gift delivery coming up.
