Meeting called to order at 5:30 PM with Mayor Wilkinson presiding.

PROCLAMATIONS AND PRESENTATIONS  
Mariani Family - J O Stone Foundation Donation

Mayor Wilkinson spoke on the claw truck donation after the storms; thanked the Mariani  
family through the JO and Ruth Foundation for their donation.  
Mr. Tim Mariani spoke on the J O and Ruth Foundation; thanked Gay Lancaster for  
helping to put this together.  
Stormwater Infrastructure Presentation  
Gay Lancaster-Town Manager-requested Ryan Womack to present item; Mitch Blanco  
from WSP is available for technical questions.  
Ryan Womack-Public Works Superintendent - thanked the Mariani family for truck  
donation; spoke on what a stormwater system is, town system is gravity fed, no  
mechanical components; showed map highlighting the major outfalls in town; west of  
Indian Rocks Road flows west, east of Indian Rocks Road flows east initially then to  
Rattlesnake Creek; Clearwater, Largo and Pinellas County also have runoff that utilizes  
creek; direction from creek is to Harold's Lake and out; discussed stormwater  
infrastructure components; spoke on maintenance schedules, debris removal, and  
monitoring of creek; discussed the 2024 hurricane season which saw three  
back-to-back storms; rain levels of storms discussed; rarity of events; only comparable  
storm was in 1921 which saw 10-12 ft storm surge; Pinellas County rainfall data was  
provided; no systems designed to handle the amount of rainfall received; spoke on  
preparedness done ahead of this storm season; also spoke on staff actions to be done  
immediately before an oncoming storm; help from residents is needed, such as clearing  
debris from around storm drains, proper waste disposal, proper chemical disposal,  
reporting problems, and educating others; presentation concluded, available for  
questions.  
Mike Kelly-resident-spoke on major water retention in ponds behind property;  
questioned what can be done.  
Mr. Womack spoke on ponds on Pelican property; working on logistics for lowering  
levels of ponds; looking into pumps. Ms. Lancaster spoke on the Town's drainage  
system also flows through ponds, lines open and functioning as designed, will be  
meeting with Pelican to discuss means and mechanisms, would need to be done well in  
advance to a storm arrival.  
Mr. Kelly questioned date; Ms. Lancaster stated as soon as possible.  
Patricia Johnson-resident-lives near Harold's Lake; commented on speed of water flow  
from creek and into the lake; parking lots filled during last storms; spoke on new  
construction and silt carried in storm system; requested investigation into the weir.  
Mitch Blanco-WSP Engineer- working with staff to investigate if weir is working properly.  
Ms. Johnson spoke on storm drain and high tide mark; suggests investigating.  
Bob Barris-resident-questioned what can even be done ahead of time with high rain  
levels; Ms. Lancaster spoke on review of historical documents, prior study, designs  
done for 100 year event; this was a 1000 year event and no systems are able to handle;  
hopes what has been put into place helps but cannot guarantee.

Second Reading of Ordinance 584 - Amending Chapter 2, Sec. 2-41 Remote  
Attendance  
Attorney Daigneault read Ordinance 584 into the record by title only.  
Ms. Lancaster stated unable to accommodate remote participation in accordance with  
the American with Disabilities Act (ADA).  
Deputy Mayor Shelly moved approval of Ordinance 584 on second and final reading. Seconded  
by Commissioner Barris.

Second Reading of Ordinance 585 - Amending Appendix B Fee Schedule, Parking  
Fines  
Attorney Daigneault read Ordinance 585 into the record by title only.  
Ms. Lancaster stated this enforcement arm of the parking fines.  
Deputy Mayor Shelly moved approval to adopt Ordinance 585 on second and final reading.  
Seconded by Commissioner Kelly.

Deputy Mayor Shelly moved approval of the Consent Agenda. Seconded by Commissioner  
Jennings.

City of Clearwater Interlocal Agreement for Water Testing  
Ms. Lancaster stated this is an agreement with the City of Clearwater to provide testing of  
water samples.  
Deputy Mayor Shelly moved approval of the Interlocal agreement with the City of Clearwater for  
water testing. Seconded by Commissioner Jennings.

City of Clearwater Roadway Transfer Agreement for Watkins Road  
Ms. Lancaster stated the City of Clearwater owns half of Watkins Road; they agreed to  
deed it over to the Town and are sharing the cost of mill and resurface.  
Commissioner Kelly moved approval of item 25-0089. Seconded by Commissioner Jennings.
