Welcome. We are glad to have you join us. If you wish to speak, please use the “raise hand”

Meeting was called to order at 6:00 PM with Mayor Wilkinson presiding.

Second Reading of Ordinance 540 - Proposed Charter Amendment  
Randy Mora-Town Attorney-Read by title only, passed on first reading, no changes.  
Mayor Wilkinson spoke on item.  
Dan Doyle-resident-questioned percentage. Town Manager JP Murphy clarified.  
Commissioner Shelly moved approval of Ordinance 540 on second and final reading. Seconded  
by Commissioner Nessler.

Mayor Wilkinson stated this is ballot language that will be presented.  
Mr. Mora read by title; described process.  
Commissioner Shelly spoke on language and education to electors. Mr. Mora provided  
comment. Mr. Murphy provided clarification.  
Deputy Mayor Kurey moved approval of Resolution 2021-41, Charter Amendment Ballot  
Language on second reading. Seconded by Commissioner Nessler.

showcased.

Mike Hugill-resident-commented on parade; thanked everyone.

Commissioner Shelly moved approval of the Consent Agenda; Seconded by Deputy Mayor

Review of Investments  
Mr. Murphy briefly introduced topic.  
Stefan Massol-Director of Support Services-spoke on previous investment rates; rapid  
increase in rate of return since 2018; spoke on options; provided recommendation;  
available for questions.  
Deputy Mayor Kurey in agreement; best to stay with liquidity option. Commissioner  
Shelly concurs.  
STAFF REPORTS

TOWN MANAGER'S REPORT  
Mr. Murphy spoke on success of parade, commended staff; Pinellas County numbers  
received; more discussion will come; upcoming joint finance and infrastructure meeting;  
addressed questions regarding timeline and ability to work with the county.  
TOWN ATTORNEY'S REPORT  
Randy Mora stated transition between attorney offices is complete; spoke on HB1, are  
tracking; available for any questions.  
MAYOR AND COMMISSIONERS' REPORT/BOARD AND COMMITTEE REPORTS  
Commissioner Nessler - nothing to report; thanked staff and Chief on parade; thanked  
the Doyle's and Pelican for the tournament.  
Commissioner Chaney- Park, Recreation and Tree Board didn't meet; spoke on  
community engagement meeting; thanked staff for parade; spoke on importance of  
holiday safety.  
Commissioner Shelly Planning and Zoning didn't meet; thanked staff for the great  
parade and after party; thanked the Doyles for their service to the community.  
Deputy Mayor Kurey spoke on success of parade; thanked Doyle's for Pelican event,  
and how it showcased the Town; looking forward to Santa deliveries; will be working with  
Mr. Murphy on water.  
Mayor Wilkinson- Finance Board meets tomorrow; echoed comments regarding  
parade; thanked Doyles for tournament success; wished everyone happy holidays.
