Meeting called to order at 5:32 PM with Mayor Gary H. Katica presiding.

Resolution 2015-31 Recognizing and Honoring Philip Doganiero  
JP Murphy-Assistant Town Manager-read resolution honoring Mr. Doganiero into  
record.  
Commissioner Rettstatt moved approval of Resolution 2015-31; seconded by Deputy Mayor  
Piccarreto.

Award of Humanatarian Award to Philip Doganiero  
Mr. Murphy read a statement detailing Mr. Doganiero's humanitarian works. Award  
presented to family; Mr. Doganiero's name to be added to plaque in Town Hall lobby.  
Meeting went into recess at 5:40 PM; photos were taken with the Commission and  
family.

GENERAL AGENDA  
Award of contract for Rosery Road Roadway and Drainage Improvements.  
Stefan Massol-Finance Supervisor-Apparent low bidder was Gibbs & Register at  
$3,604,404; project cooperatively funded with SWFMD, town is eligible for  
reimbursement of up to $1,300,000.  
Discussion ensued regarding additional traffic calming projects; not budgeted in this  
plan. Mayor Katica would like additional traffic calming on Indian Rocks Road.  
Deputy Mayor Piccarreto discussed financing concerns and potentially delaying other  
infrastructure projects.  
Further discussion regarding increased material costs; lighting costs; areas affected.  
Once contractor is selected, resident meetings will be held.  
Mr. Massol and Mr. Maxwell addressed questions relating to the SWFMD  
reimbursement and construction timeline.  
Mr. Maxwell noted this project is identified as highest priority due to outfall status;  
currently nowhere for drainage.  
Discussion regarding funding for projects ensued.  
Commissioner Shelly moved to award the Rosery Road Roadway and Drainage Improvements  
project to Gibbs Register in the amount of $3,604,404.76; seconded by Commissioner  
Wilkinson.

Discussion - Hallett Park Maintenance  
Mr. Maxwell spoke with planner David Healey; reviewed land development and  
comprehensive plan which were not applicable; general ordinances are specific as to  
how town must cut the bluff. Most areas can be hand cut; seeking direction from  
commission on whether to alter cutting method or landscape master plan needs taken to  
park and tree board.  
Tom Whiddon-resident-commented on dissatisfaction with current method and related  
debris.  
Michael Adams-resident-commented on importance of maintaining the water view.  
Deputy Mayor Piccarreto commented that purpose is for residents to enjoy park;  
method not so important; maintenance should be done in a way that limits erosion and  
debris is removed.  
Discussion ensued regarding when next scheduled cutting can occur; if different  
methods can be used; Park and Tree Board to review ordinance.  
Tom Whiddon-resident-commented on current height standard being too high.  
Michael Adams-resident-commented on vegetation height on bluff and invasive species.  
Mr. Maxwell noted that maintenance specifications provide staff ability to cut or  
remove certain species.  
Paul Raymond-resident-commented on maintenance and landscape plan; questioned  
changes and timing of board involvement.  
Mr. Maxwell noted that the alternative method is intended only for this cut; Commission  
will need to approve anything additional.  
Maria Cantonis-resident-commented on maintenance; needs to remain a park-like  
setting for residents  
Mayor Katica commented on drainage in the area; stressed importance of hearing  
resident opinions.  
Discussion ensued regarding clarifying what maintenance is to occur. Maintenance  
would follow distances identified in plan; sickle mower will not be utilized; invasive  
species will be looked at later. Park and Tree Board and Commission will be involved  
in review as to whether changes are needed.  
Mr. Raymond-commented that maintaining view is most important; concerned with  
deviation from original plan.  
Mr. Maxwell noted the maintenance plan documents were recently discovered; no cuts  
have been made since.  
Deputy Mayor Piccarreto moved to proceed with staff means and methods; bring ordinance  
before Park and Tree Board for review; seconded by Commissioner Shelly.

Approval of Water Line Engineering Proposal  
Mr. Maxwell stated proposal is for waterline replacement on Mehlenbacher Road along  
trail; is a Pinellas County project but the waterline is ours. Staff suggests designing the  
waterline; potential for an interlocal agreement with the County where replacement  
would be part of that project.  
Commissioner Shelly moved approval of the water line replacement engineering proposal from  
Deuel and Associates in the amount of $33,000; seconded by Commissioner Wilkinson.

TOWN MANAGER'S REPORT  
Nothing to report.  
OTHER BUSINESS  
Bill Sohl-Chief of Police-commented on first Coffee With a Cop event. Summary  
provided regarding the officer involved shooting that occurred on November 23, 2015;  
Pinellas County Sheriff's Office is conducting the investigation; report not yet released.  
TOWN ATTORNEY'S REPORT  
David Ottinger-Town Attorney-provided litigation updates on the two lawsuits. A  
notice for trial filed last week for the lawsuit filed by Save the Biltmore group; response  
was a prompt voluntary dismissal.
