Meeting was called to order at 6:00 PM with Mayor Wilkinson presiding.

PROCLAMATIONS AND PRESENTATIONS  
Resolution 2024-08 Declaring Commission Seats 2024  
Tom Trask-Town Attorney-read into Resolution 2024-08 into the record; seats  
announced.  
Deputy Mayor Shelly moved approval of Resolution 2024-08. Seconded by Patricia Barris.

Swearing in of Mayor and Commissioners  
Judge Keith Meyer provided the oath of office to Mayor Wilkinson  
Judge Meyer provided the oath to Commissioners Kelly and Barris.  
Judge Meyer provided the oath to Commissioner Jennings.  
Mayor Wilkinson requested a 10 minute recess at 6:07 PM.  
Meeting reconvened at 6:17 PM.  
Largo Fire Presentation  
Mayor Wilkinson stated we contract services from City of Largo, Chief Pittman present to  
provide a report.  
Chief Chad Pittman, Largo Fire Rescue-spoke on process of obtaining accreditation;  
analysis almost complete, self assessment ; spoke on purpose of accreditation  
process; IS1 is best rating, only 122 agencies have rating, Largo is seeking; anticipates  
final step in March/April of next year; spoke on peak times and keeping units available;  
station updates; Largo CIP has one additional station to be built in the next few years.  
Spoke on current labor agreement with union; negotiations starting soon. Extraction  
team formed, competed and won first place, will be attending a competition in Portugal  
soon.  
Deputy Mayor Shelly requested stats on medical vs fire; inquired about average  
response time.  
Mayor Wilkinson thanked for participation in annual Christmas event.  
Commissioner Kelly spoke on an event he attended; thanked Chief Pittman for the  
presentation.  
Proclaiming April as Water Conservation Month  
Mayor Wilkinson read proclamation in its entirety.  
Greg Turman-Interim Water Director- accepted proclamation; thanked the Commission.  
SCHEDULED PUBLIC HEARINGS  
Persons are advised that, if they decide to appeal any decision made at this meeting/hearing, they will need a record of the  
proceedings, and, for such purposes, they may need to ensure that a verbatim record of the proceedings is made, which  
record includes the testimony and evidence upon which the appeal is to be based.  
Second Reading Ordinance 572 Wells  
Mr. Trask read Ordinance 572 into the record by title only; no changes since first reading  
on March 12th.  
Mayor Wilkinson said this gives SWFWMD the sole authority to permit wells in the Town  
of Belleair.  
Deputy Mayor Shelly moved approval of Ordinance 572 on second and final reading. Seconded  
by Commissioner Barris.

Deputy Mayor Shelly moved approval of the Consent Agenda. Seconded by Commissioner  
Barris.

Deputy Mayor Nomination and Vote  
Mayor Wilkinson spoke on nomination for Deputy Mayor.  
Commissioner Barris moved that we appoint Commissioner Tom Shelly as Deputy Mayor.  
Seconded by Commissioner Kelly.

Carl and Shirley - Additional Services  
Mayor Wilkinson stated Chief Doyle was sitting in for Gay Lancaster in her absence;  
Chief Doyle provided detail on request of additional services.  
Commissioner Shelly moved approval of the additional expenditures of $89,055.00 for services  
to be provided by Jones Edmonds for the Carl/Shirley project. Seconded by Commissioner  
Barris.

Revised Budget Calendar FY2024/2025 Revision and Budget Update  
Tina Porter-Finance Director-stated a few revisions have been made to the calendar; a  
budget work session has been added for April 30th; Finance Board meetings have  
been adjusted; final meetings may change, waiting on Florida Department of Revenue  
to released final date.  
TOWN MANAGER'S REPORT  
Chief Doyle announced promotion of Ryan Womack and Kelly Flowers; Indian Rocks  
Road Phase 3 construction start may be delayed due to county sewer work to be  
incorporated into phase, phase 2 is not yet designed and there are some concerns with  
how it would interface with 3; Peter Kyres has resigned from Planning and Zoning Board,  
seeking a resident for vacancy.  
Deputy Mayor Shelly questioned if he was an architect; Ashley Bernal stated he is a real  
estate attorney; Chief Doyle stated any qualified resident who has interested in  
attending and taking interest of the planning and zoning of the Town.  
Mayor Wilkinson acknowledged Kim Berfield for attending meeting; she is our  
representative in Tallahassee.  
TOWN ATTORNEY'S REPORT  
Mr. Trask spoke on previously issued memos, available to address questions by  
phone.  
MAYOR AND COMMISSIONERS' COMMENTS  
Commissioner Barris welcomed Commissioner Jennings and congratulated Deputy  
Mayor Shelly.  
Deputy Mayor Shelly thanked Ms. Berfield for the Indian Rocks Road bridge funding in  
the State budget.  
Mayor Wilkinson welcomed Commissioner Jennings.  
Commissioner Jennings thanked his wife; thanked State Representative Kim Berfield  
and the county officials in attendance.  
Commissioner Kelly offered congrats to Deputy Mayor Shelly; commended recreation  
staff for the Spring festival.  
Mayor Wilkinson thanked rec, congratulations on promotions; welcomed former Deputy  
Mayor Kurey and those in attendance.
