Meeting called to order at 5:30 PM with Mayor Wilkinson presiding.

Mayor Wilkinson stated Gay Lancaster is attending the Largo Commission meeting  
regarding the Largo fire contract.

Final Adoption of Millage Rate for FY 2025-2026  
Mayor Wilkinson announced this is second and final reading.  
Jay Daigneault-Town Attorney-read Resolution 2025-22 into the record by title only.  
Ashley Bernal-Assistant Town Manager-stated nothing has changed since the last  
meeting.  
No public comments to be heard.  
Deputy Mayor Shelly moved approval of Resolution 2025-22 adopting the final millage rate of  
6.9777 for the Fiscal Year 2025-2026, provided that 6.9777 is greater than the rolled-back rate  
of 6.4931 by 7.46%. Seconded by Commissioner Kelly.

Adoption of the Fiscal Year 2025-2026 Final Budget  
Attorney Daigneault read Resolution 2025-23 into the record by title only.  
Ms. Bernal stated nothing has change from the first reading, but available for questions.  
Brian Ackerman-resident-commented on rollback rate; spoke on Belleair Bluffs budget  
of 5 million, spoke to population; spoke to average budget for municipalities in Florida;  
commented on staffing and finance consultant; spoke to outsourcing; spoke to DOGE  
efforts at other levels of government, consider.  
No other comments.  
Deputy Mayor Shelly moved approval of Resolution 2025-23 adopting the final budget for Fiscal  
Year 2025-2026. Seconded by Commissioner Barris.

Major Event Special Relief Permit Request - 2025 The Annika driven by Gainbridge at  
Pelican  
Ms. Bernal stated citizen comment can be taken.  
Rick Diaz-Golf View Dr resident-spoke to trucks damaging grass; spoke to Police Chief  
and it was suggested to place local traffic only signs; feels that is a reasonable idea  
and not to allow trucks down Osceola.  
Ryan Dever-Outlyr, Annika representative -confirmed that local traffic only signs will be  
placed to alleviate the issue, can provide resident specifics after meeting.  
Commissioner Kelly moved approval of the special relief permit request for 2025 for the  
Annika driven by Gainbridge at the Pelican, 25-0145. Seconded by Commissioner Barris.
