Commissioner Shelly moved approval of Ordinance 527 on first reading. Seconded by Deputy  
Mayor Rettstatt.

Commissioner Shelly moved approval of proclaiming October as Domestic Violence Awareness  
Month. Seconded by Deputy Mayor Rettstatt.  
Resolution 2019-21 Authorizing Issuance of Bond Series 2019A  
Commissioner Shelly moved to table the approval of Resolution 2019-21 to the October 15th  
meeting, following the second reading of Ordinance 527.Seconded by Commissioner  
Wilkinson.  
Special Relief Permit Request-Neighborhood Block Party-The Mall  
Commissioner Shelly moved to approve the Special Relief Permit Request. Seconded by  
Commissioner Wilkinson.  
Special Relief Permit Request - Phil Doganiero 3 Bridge Run Banner & Race  
Deputy Mayor Rettstatt moved approval of the Special Relief Permit Request for the Phil  
Doganiero 3 Bridge Run Banner and race. Seconded by Commissioner Wilkinson.  
Special Relief Permit Request - 1 HIbiscus  
Deputy Mayor Rettstatt moved approval of the Special Relief Permit Request for 1 Hibiscus.

Special Relief Permit Request - Halloween Bash  
Deputy Mayor Rettstatted moved approval of the Special Relief Permit Request for the  
Halloween Bash. Seconded by Commissioner Wilkinson.  
Dispostion of AHLF properties  
Commissioner Shelly moved to dispose of the Ahlf properties, further that we engage CBRE,  
Inc, pursuant to contract DMS-12/13-007A, and that we utilize a blind bid process, accepting  
bids for a period no shorter than 60 days and further to list the exempting properties, and if one  
of the parties is the winning bid, that we pay only 1/2 the commission rate for those parties.  
Seconded by Commissioner Wilkinson.  
FOP Update and Preliminary Pension Plan Changes  
Resolution 2019-22 Police Pension Board Appointments  
Commissioner Shelly moved to renew the current members, John Drapiewski, Ron Campbell,  
Michael Fritz, and Nathan "Skip" Katz. Seconded by Deputy Mayor Rettstatt.  
Discussion of 2019 Legislative Priorities  
Recurring ACH for Utility Billing  
Commissioner Shelly moved approval of the recurring ACH for utility billing customers as  
presented. Seconded by Deputy Mayor Rettstatt.  
Assignment of Contract for Professional Audit Services  
Commissioner Shelly moved approval of addendum of contract for professional audit services  
and assignment of contract. Seconded by Commissioner Wilkinson.  
Commissioner Shelly moved approval of the engagement letter to Saltmarsh, Cleaveland &  
Gund, P.A. as provided. Seconded by Deputy Mayor Rettstatt.  
Deputy Mayor Rettstatt moved approval of authorizing the Town Manager to sign off the release  
records from Davidson, Jamieson and Cristini, PL to Saltmarsh, Cleaveland and Gund for the  
purpose of audit record. Seconded by Commissioner Wilkinson.
