Subject: Discussion of traffic calming and safety improvements on Pineland Ave, Palm Ave, and Golf View Drive
Summary:
Residents of Pineland Ave, Palm Ave, and Golf view Drive submitted a petition to request the town to address traffic safety and security improvements in their neighborhood. Specifically, they requested a four-way stop at Golf view and Pineland, speed bumps or other speed deterrents and LED lighting replacements for the cobra-head lights. Staff subsequently conducted some non-certified traffic counts to collect traffic data about speed, volume and direction. The attachments to the agenda item contain both the raw data and some summary information compiled by the Chief. Based on preliminary data, it does not appear that speeding is a significant issue on Golf View and Pineland. Additionally, the average volume of traffic is not significantly out of line with the number of homes serviced by these streets, though it does seem to vary seasonally. However, it does appear that nearly double the number of cars are headed South on Golf View and East on Pineland than West on Pineland and North on Golf View. This would seem to indicate that some traffic is avoiding the light at Mehlenbacher by heading east out of Pineland. Typical of most neighborhoods east of Indian Rocks Road, none of the roads have sidewalks and all of them are serviced by Duke-owned overhead streetlights. Staff will provide a more detailed presentation of the data at the meeting.

Previous Commission Action: The Commission previously approved the attached traffic calming policy.
Expenditure Challenges : Stop signs are of minimal cost. We will have to provide written notification to residents notifiying of the change. Other traffic calming measures would have to evaluated.
