Summary:
In the search to select a contractor to complete Belleair’s strategic plan, staff has interviewed four applicants and would like approval from the Commission to enter negotiations with the top candidate: The John Scott Daily Florida Institute of Government at USF.

Previous Commission Action: The Commission and staff have discussed the development of a strategic plan periodically over the past year.
Background/Problem Discussion: After interviewing four qualified candidates for this project, a committee of Town staff members ranked the applicants in the following order:
1. The John Scott Daily Florida Institute of Government at USF
2. Novak Consulting Group
3. Strategy First
4. Management Partners, Inc.
Based on this, staff would like to begin negotiations with the top candidate in order to start the strategic planning process as soon as possible. However, should staff and the first candidate not be able to agree on price, negotiations will then begin for the second highest-ranked applicant, and so on.
Attached are the bid proposals received from the top two candidates.
