Body

Previous Commission Action: Commission previously approved the cooperative funding agreement with SWFWMD.

Background/Problem Discussion: Staff will provide more commentary at the meeting. The Pinellas/Ponce Project is over budget. Staff engaged a third party engineer to review plans and quantities for correctness; their report is attached. In short, additional roadway segments and utilities were added to the original scope, and the project budget was not amended to address the increased scope.

In consultation with SWFWMD and our engineers, staff believes there is a path forward where we can fulfill our agreement with SWFWMD and still achieve the same treatment targets. Additional roadway segments and utility work will have to be stitched into future projects in the area. The key comment from the Pennoni Report is comment # 10, “In order to get the construction cost to the grant amount of $2.75M will require reducing the limits of the project construction. Construction should occur from downstream to upstream to include the proposed drainage and baffle box. It appears constructing the project portion along Oleander Road

and the entire Ponce De Leon Boulevard may stay with the budget limits. It may be possible to also include the segment from Palm View Avenue to Osceola Road”.

Expenditure Challenges: The project is facing a three million dollar shortfall.

Financial Implications:  The capital improvement plan (CIP) does not have enough fund balance to fund this project and continue with the remainder of the 3 year CIP.

Recommendation:  The combination of only receiving one bid, and the project as scoped being over budget, I would recommend amending the scope of the project to only that which will meet out SWFWMD obligations and any additional work up to the limits of our budget. The remainder of the work can be included in the scope of future projects. Staff recommends not awarding the bid, and amending the scope and re-bidding the project.

Proposed Motion:  I move that we reject the bid for the Pinellas/Ponce Project.
