Summary:

 

Due to an impasse in discussions among the City of Largo, Belleair Bluffs and Belleair, Pinellas County Fire/EMS staff were asked to gather data and help move the discussions forward. The resultant document is the proposed replacement contract that brings the County into the agreement as the Countywide Fire Protection Authority and a fourth party to the Agreement.

Previous Commission Action: The Commission approved the current agreement in 2015, to continue to 2030, with the potential to extend an additional 15 years.

 

Background/Problem Discussion: The City of Largo requested the removal of the 5% cap on the annual renewal, and discussions began to determine the basis for the requested 25% increase in the FY26 funding level.

 

Expenditure Challenges:  The Town’s budget was being developed during the discussions with Largo, so staff budgeted for a 13% increase for planning purposes. The proposed funding formula contemplates a 26.1% increase, which creates a $145,400 gap in the funding level.

 

Financial Implications: It will be necessary to realize savings elsewhere in our budget to bridge the funding gap.

 

Recommendation: Staff recommends approval of the agreement
