Confirmation of Wilfred Holmes as Solid Waste Director
Summary:
Section 3.05(a) of the town charter provides that the Town Manager shall appoint all department heads with the confirmation of the Commission. I’m seeking confirmation of Wilfred Holmes as Director of the Solid Waste Department. On November 19th, Wilfred will celebrate 30 years of service with the town. A snapshot of his employment jacket will illustrate the various positions he’s held throughout town, beginning in the Wastewater Department. He’s spent the last 23 years in the Solid Waste Department, the last 3 of which as the Solid Waste Superintendent, a decade before that as Foreman. During this time, he has committed himself to professional growth. He has demonstrated the ability to not only manage the staff who report to him but manage the operations of the department as well. He has shown the ability to manage the budget request process as well as to expend appropriated funds efficiently, effectively and with great care.
Additionally, he was previously awarded the Employee of the Year, Public Works Employee of the Year, as well as most recently being awarded the Town’s Leadership Award. He is consistently the recipient of praise by our citizens and the cornerstone of what makes our Solid Waste services in Belleair so neighborly, empathetic and diligent. If confirmed, Mr. Holmes will assume the duties of the director upon the successful negation of an employment contract. I believe Mr. Holmes to be the best candidate for the position, based on years of experience, leadership and the demonstrated ability he currently provides to the Town.End
