Title: FCCMA/ICMA Council-Manager Recognition - 45 Years Summary: The Town of Belleair is being recognized by the Florida City and County Management Association (FCCMA) and the International City/County Management Association (ICMA) for 45 years (1981-2026) under the council-manager form of government. The council-manager form of government is the most widely adopted structure of local government in the United States. Under this model, the Town Council establishes policy direction for the community, and a professionally appointed Town Manager is responsible for carrying out that policy, overseeing daily operations, and ensuring efficient and ethical administration of municipal services.
