Second Reading of Ordinance 596 Amending Ch 74 - Certified Recovery Residences
Summary:
The Town seeks to adopt additional standards for certified recovery residences within the town. The clustering of these residences in a neighborhood undermines the ability of community residents to achieve normalization and community integration, which are two of the essential purposes of this form of housing. This ordinance seeks to further the essential purposes of this form of housing for people with disabilities.

Previous Commission Action: The Commission adopted Ordinance 591 on December 16, 2025, establishing procedures for review and approval of certified recovery residences in accordance with SB 954.
Recommendation: Staff recommends approval.
