Major Event Special Relief Permit Request - 2026 Clearwater Marathon and Running Festival
Summary:
Millenium Running is requesting a major event special relief permit for their annual 'Clearwater Marathon and Running Festival', which will take place on Sunday, January 25, 2026, from 7:00am - 1:00pm. The race will pass through public streets in Belleair, however there are no full road closures requested. There will be a "cone lane" for runners on the affected streets, which will allow for traffic to continue flowing in the opposite direction of the course. Belleair Police, Clearwater Police, PCSO, and Sunstar Paramedics will be hired to ensure public safety. Please see the attached application for further details, a course map, and a list of directional lane closures.
This process requires two (2) public hearings by the Town Commission. The first hearing will take place on Tuesday, October 21 and the second hearing will take place on Tuesday, November 18. Millenium Running will mail a postcard to Belleair residents that live along the racecourse, inviting attendance and feedback at the hearings.

Financial Implications: The applicant has paid the Town a fixed application fee of $1,200. Prior to the second hearing in November, the applicant will be quoted and invoiced for additional fees related to Police services. These additional fees are to be paid before the event occurs.
Recommendation: Staff recommends approval.
