Update: Florida Division of Historic Resources Certified Local Government (CLG) Status
Summary:
On May 19, 2026, the Town received a letter from the State Division of Historical Resources stating that the Town was not in compliance with CLG standards. The specific items cited are as follows:
• The current historic preservation review commission does not meet the requirements of Florida CLG Guideline B.2.
o Staff requested a memo from the Town Attorney explaining how Ordinance 547 complies with the guidelines and outlining steps staff will take to improve compliance. The draft letter is attached.
• Ordinance amendments were not provided to SHPO prior to adoption.
o If approved, staff will send the draft letter and request guidance on any provisions needed to amend Ordinance 547 for compliance.
• Submission of the 2022-2023 report, agendas, and minutes.
o Staff is resubmitting the report, agendas, and minutes for review. Prior reviewers stated that the annual report was accepted, although the Town did not meet the minimum requirement of four meetings per year.

Additionally, staff requests that four meetings be scheduled at this time to help ensure the Town remains compliant with CLG meeting requirements. The recommended meeting dates are:
• October 2026
• January 2027
• March 2027
• May 2027
This schedule would enable to staff to reschedule a meeting if needed prior to the end of the year to remain compliant.
Recommendation: Staff recommends approval of the draft letter for submittal to the State, along with a schedule for upcoming meetings, which will allow the Town to remain compliant with CLG requirements.
