Title

Discussion of FOP Negotiations

Summary:

Staff and the Fraternal Order of Police (FOP) have been discussing healthcare benefits for police officers and recently determined a plan to move forward. The current proposed plan for a Memorandum of Understanding (MOU) includes provisions for spouse and dependent care coverage for individuals that are eligible. Three officers are currently eligible. This stipend is only available for those individuals who elect to be a part of the HSA healthcare plan. As a part of the union negotiations, the union has agreed in exchange for the consideration of additional health benefits to a reduction in the pension modifier and an increase to the years required for vesting. This, in addition to new scheduling methods, would result in an offset in expenditures for the current proposed budget. Total annual impact is about $24,000.

Recommendation:  Staff recommends approval of the one year agreement to provide an additional $500 stipend to eligible individuals of the Fraternal Order of Police (FOP) bargaining unit for spouse and dependent coverage.

Proposed Motion:  I move approval of a one year agreement to provide an additional $500 stipend to eligible individuals of the Fraternal Order of Police (FOP) bargaining unit for spouse and dependent coverage.
