Background/Problem Discussion: Fiscal Year 2019-2020 was a challenging year for the Town of Belleair. Exact financials are presently unavailable, as they will be presented with the completion of the audit. Though preliminary numbers suggest a small surplus for the Town of Belleair's General Fund and Water Fund. The Solid Waste Fund is projected to have an operating deficit, which is partly related to the increase of Solid Waste utility rates in the 2019-2020 year.

At this time, the General Fund is estimated to have a net surplus of approximately $188,000 for 2019-2020. In addition to this, the Town is expecting to receive reimbursement for expenditures and staff time related to COVID-19 operations, as well as Hurricane Eta. Expenses related to COVID-19 and Hurricane Eta are being isolated in the Emergency Response organization (Org 12) for record keeping.

While the General Fund is expecting a surplus, at the departmental scale there were some additional operating costs as a direct result of major events from the year. The Police Department experienced an increase in fleet maintenance due to the acquisition of additional vehicles in order to mitigate the potential threats that COVID-19 presented.

The budget for the Water Department was amended in order to reflect the previously approved expenditure of the Preliminary Engineering Report (PER), while the Solid Waste Fund is balanced.

At a high level, this final amendment consists of the following requests:
* Additional funds for the outfitting and upkeep of the additional vehicles in the Police fleet
