Summary: With the passing of Charter Amendment Two, the Town Commission must now pass a purchasing ordinance. Attached you will find a draft of the purchasing ordinance proposed by staff. The draft as presented addresses most of the major areas of policy concern, including purchasing limits, authority, procedures and competitive solicitation. Please bear in mind that ordinance, as drafted, is not intended to be exhaustive and address every nuance of purchasing, as those are better addressed by way of an adopted administrative purchasing policy. The goal of this ordinance is to set some steadfast guidelines and provide direction from the commission to the town manager as to how purchases are to be made. It was the intention throughout the document to empower the commission to make purchasing decisions that are in the public's best interest and allow it the flexibility to deviate from the policy for good cause. The Commission will need to approve a purchasing ordinance, in whatever form it chooses, to be in compliance with the newly amended charter.

Background/Problem Discussion: This ordinance establishes a purchasing system for the Town of Belleair, the purpose of which is to establish the rules governing purchasing by the town; promote public confidence in the integrity and transparency of the procedures followed to procure the goods and services required by the town; ensure fair and equitable treatment of all people who participate in the purchasing system and maximize economy in purchasing activities and to the fullest extent possible, the purchasing value of town funds.
