Previous Commission Action: The Commission previously discussed the possibility of a remote working policy on December 1, 2020. During this meeting, the Commission stated requirements such as duration and operational standards.

 

Background/Problem Discussion: In response to the COVID-19 pandemic several states including the State of Florida announced temporary closures and conditional phased re-openings of public places. After the state’s initial closures, town buildings were temporarily closed to the general public and some employees were asked to work remotely. After reopening, some staff continued to work remotely 1-2 days each week, or to work alternative schedules, to better mitigate spread of the virus. Staff members who are placed in mandatory quarantines have also been asked to work remotely when possible to maintain productivity.

 

Staff has compiled a policy that outlines the expectations and procedures for employees to request a teleworking scenario. This includes general procedures for the requesting and approval process, expectations on availability and accountability, as well as other requirements during remote working operations. A guide is to follow the policy, which outlines director’s discretion when it comes to detailing schedules, deliverables, and more. This guide will also contain forms that solidify the agreements between the Town of Belleair and the employee for remote working capabilities.

 

Strategic Planning Initiative: This policy provides the Town of Belleair an opportunity to recruit and retain talented individuals, aligning with objective 2.5 of the Leadership and Management section of the Strategic Plan. By approving this policy, Belleair can allow more flexible schedules and working solutions, which is desirable in a hiring process.

 

Expenditure Challenges:  There is a potential for additional expenditures, such as computers or office supplies as needed, though most of these expenses were incurred during the initial phase of remote working.

 

Financial Implications:  N/A

 

Recommendation:  Staff recommends approval of the teleworking policy.
