Discussion of Capital Improvement Plan (CIP)
Summary:
At the previous joint board meeting, staff was given a directive to compile the following items for discussion:
• Map for capital projects (a new color-coded map and legend will be distributed at the meeting)
• Future water rates for Pinellas County
• Example Capital Improvement format for future projects (McKim document)

Background/Problem Discussion: In 2020, the Town contracted with McKim & Creed to compile a prioritized Capital Improvement Plan. This document is attached for your review. This list included factors such as multimodality, safety, public perception, and more. Staff did their best to accurately estimate similar factors based on experience and interactions with residents. Additionally, the newly created prioritized Capital Improvement Plan is also attached for your review. This will be discussed at the meeting, but at this time our following top five projects are as follows:
1. Indian Rocks Road Phase 3
2. Indian Rocks Road Phase 2
3. Ponce de Leon Southbound, from Pine to Rosery
4. Mehlenbacher West
Staff reached out to Pinellas County and received their forecast for water rates for the next few years, as well as the historical rates. This will also be discussed at the meeting, but in summary the rate increases are below.

Expenditure Challenges: Constantly increasing prices with relatively stable revenues will require consideration of additional funding sources. Staff will present funding options at the meeting.
Recommendation: There is no recommendation required, however staff requests the Boards to either endorse the project priority list or recommend other priorities.
Proposed Motion: The Boards are requested to move a recommendation, or defer their recommendations pending further discussion.
