Joint Project Agreement with Pinellas County for the Mehlenbacher Road Sidewalk and Drainage Project
Summary:
The County intends to construct sidewalk and utility improvements on Mehlenbacher Road (County Project No. 001976A or Project), which will call for the adjustment, relocation and/or installation of the Town’s utility facilities located in County right-of-way, along, over and/or under the Project (Utility Work). The town will be responsible the replacement, relocation or adjustment of approximately 3,495 linear feet of six inch (6”) PVC water main and associated work, located in the County right-of-way that is in conflict with the proposed intersection construction improvements as part of County PID No. 001976A located on Mehlenbacher Road. It is in the town’s best interest to have the selected contractor conduct the work on the town’s behalf and have County staff administer the project.
The County will be responsible for the bidding and award of the construction contract for the Project and will include the Utility Work as a separate option item in its bidding document. After the County receives, opens, and evaluates the bids, the County will notify the Town, in writing, of the County’s intent to award the contract. The estimated cost to complete the utility work is $388,206.50. This estimate may change slightly as final design revisions may require a minor change in quantities. Additionally, there is a 5% fee to Pinellas County for construction administration, contract administration, compaction and backfill testing costs. Expenditure Challenges: The Water Fund would pay for the improvements. However, this expenditure would also be eligible to fund using ARPA funds.

Proposed Motion: I move approval of Resolution 2022-05 authorizing the Joint Project Agreement with Pinellas County and authorize the Town Manager to execute the agreement.
