Summary:
The staff has agreed to terms with the representatives of the police officers’ union. The structure of the contract from 2016-2019 remains largely the same as the prior contract. Key changes to compensation include Cost of Living Adjustments of the greater of 1.5%, or the same percentage as general employees, up to 3%, for each year of the contract. Additionally, officers are eligible for a meritorious wage increase of up to 3% based on their performance as scored by a written evaluation. Funding for the merit increase is guaranteed for three years. There is no change to the pension or health benefits. Other minor changes included an officer recognition program and agreed upon calculation of training time when an officer’s normal shifts are 10 or 12 hours shifts.

Previous Commission Action: The Commission previously approved the current contract in 2013, the current contract expired on 9/30/16. Both parties agreed to extend the current contract until approval of the 2019 contract.
Background/Problem Discussion: All full-time police officers in the rank of sergeant and below are covered by a union-negotiated bargaining agreement with the town. The current agreement with the Fraternal Order of Police Lodge 43, is expired and staff negotiated new terms with the union on the town’s behalf. The new draft contract is subject to the discussion and approval of the commission.
Expenditure Challenges Staff budgeted for the wage increases during the annual budgeting process.
Financial Implications: The inclusion of the Cost of Living Adjustment and merit increase now must be included in the budget for each year the contract is in force.
Recommendation: I recommend approval of the 2016-2019 agreement with the Fraternal Order of Police, Lodge 43, as drafted and attached.
