Body
Previous Commission Action: Approval of contracts and 2023-2024 budget.
Background/Problem Discussion: The biggest project underway is the Carl/Shirley Avenue project. It was originally estimated at $2.1 million and the low bid was returned at $2.4 million. It includes full roadway reconstruction, installation of sidewalks, drainage improvements, and streetlighting. This project began in March 2024 and is expected to be completed in November 2024.
The Bluff Study is continuing on schedule. It is a 50/50 funded project with the Southwest Florida Water Management District (SWFWMD) at $130,000 each, for a total cost of $270,000. Staff has included the most recent quarterly report submitted to SWFWMD as an update to the project’s progress, which is expected to be completed in December 2024.
Engineering and Design work for Indian Rocks Road Phase 3 (Bayview Drive to Belleview Boulevard) is ongoing. Due to the historical significance of the bridge, which was originally constructed in 1927, the State Historical Preservation Office (SHPO) is now involved in the project. Staff recently engaged in a discussion with RS&H (the project’s Engineer of Record EOR), our Consultant Engineer, and SHPO to discuss the next steps. The Town will coordinate a meeting for all stakeholders to review the plans for the bridge, discuss ways of honoring its history, and then move forward to complete Phase 3 planning. This project is set for construction in 2025-2026. Including the 1.1 million allocation for Phase I, the Town has secured $5.2 million through Legislative appropriations. The most recent Engineer’s estimates for Phase 3 is $10 million by the time this project is contracted.
Engineering for Indian Rocks Road Phase 2 (Poinsettia Road to Bayview Drive) is paused for now. The most challenging aspect of this project is the roundabout. Prior renderings were completed a few years ago to give staff an idea of what a new roundabout may look like, but the limited Right of Way may require additional engineering. This project is currently in the Capital Improvement Plan (CIP) for construction in fiscal year 2027-2028.
Expenditure Challenges: Expenditures for labor, engineering, and construction are increasing day by day.
