Discussion of Evaluation Instruments for Town Attorney and Town Manager.
Summary:
The Commission requested that staff provide evaluation instruments for Commission consideration. Attached to the agenda items are the previously used instrument for the Town Attorney, which was a modified version of the staff form at the time. Additionally, I've included a sample model recommended by ICMA. Additional sample instruments are also available should the Commission want a different style of instrument.
As for the Town Manager instrument, the staff has adopted a new evaluation tool that incorporates a 360 evaluation, a skills-based, objective evaluation, and a section for personal and professional goal achievement. I've added model ICMA questions to the Objective Performance Appraisal section of the instrument. The objective portion is typically completed by the supervising employee or department head of the subject employee. In this case, the Commission would be the rater. The 360 portion is generally sent to five other individuals in the sphere of influence around the employee for their feedback. Typically this is completed by other department heads and employees but may include board members, vendors, and constituents, which may have significant enough interaction with an employee to provide constructive feedback. Finally, the personal and professional goal section outlines goals set jointly by the employee and supervisor for progress in the coming year. At the next rating, the score is binary, either achieved or not. It would be my preference to use or modify this tool as it is the one all of the employees are to be rated on. In the case that the Commission would like to use a different instrument, additional sample instruments are available.
