The SRLFP requires a resolution to authorize Addressing Emerging Contaminants, authorizing the application and designating an Authorized Representative for signing the application and executing the loan agreement.

Previous Commission Action: Town Commission approved Resolution 2023-18, submittal of an application to address emerging contaminants in a special meeting held November 7, 2023.
Background/Problem Discussion: Staff discovered a funding opportunity to participate in SRFLP through which the Town can participate in a 100% forgiveness loan for addressing emerging contaminants by constructing a reserve osmosis (RO) water treatment plant.
Expenditure Challenges: None.
Financial Implications: Enterprise Water Fund money will be used to pay the administrative fees associated with SRFLP DW5202F0.
Recommendation: I recommend approval of Resolution 2024-01, authorizing the loan application and agreement, establishing the Town Manager as the authorized representative to provide assurances and commitments required by the loan application, and further authorizes the Mayor to serve as the Town’s representative and delegate certain activities to Town staff.
