Background/Problem Discussion: The Town’s purchasing ordinance requires that the Town solicit for multiple quotes or bids, or identify an applicable exemption from the requirement, depending on the dollar amount of the purchase. Over a span of multiple decades the Town has worked with Mr. Gerry Hartman on projects where an appraisal of the Town’s water utility was needed. Mr. Hartman is currently performing these services for the Town, however because the project cost now exceeds those purchasing thresholds staff recommends that the Commission consider the project impractical to award on a bid basis.

 

It would not be staff’s recommendation to pause the appraisal work for procurement in this instance. The process of soliciting for bids or proposals would likely require an additional five weeks. Mr. Hartman has long-term familiarity with our water system and the appraisal work completed to date.

 

Recommendation:  Approval of continuing the contract with Hartman Consultants, LLC and classifying the water system appraisal work impractical to award on a bid basis.
